Partners

Managing Partner, Shareholder

A longtime member of the firm, Ofer manages the Business Valuation and Litigation Support Department and provides high-level consulting to clients in a variety of industries with a concentration in professional medical and dental practices. His specialties include investigative accounting, business valuations, damage claims, and special assignments. Ofer is qualified as an expert court witness and is a graduate of Queens College and the University of Baltimore, with professional associations including the American Institute of Certified Public Accountants (AICPA), the Maryland Association of Certified Public Accountants (MACPA), and the AICPA Forensic and Valuations Services (FVS) Section.

Partner, Shareholder

Kim is a shareholder and has been with the firm since November 1998 after working six years at both local and international public accounting firms. She is a graduate of Millersville University in Pennsylvania with a bachelor of science in Business Administration. Kim has worked extensively with the firm’s attest clients and acts as the firm’s quality control advisor and engagement partner on attest engagements. In addition to traditional audit services, she also leads the firm’s peer review practice. Kim is a member of the AICPA and MACPA and serves on the MACPA’s Board of Directors and Coastal Peer Review. She is an enthusiastic sports fan and especially loves attending her daughter’s tennis matches and husband’s football games.

Partner, Shareholder

Salomon is a shareholder and has been with the firm since 2005 after working several years at a local firm. He has over twenty years of experience in tax and business advisory services. He is also a Certified Valuation Analyst (CVA) and leads our tax department. He has a Masters in Finance from the Carey Business School at Johns Hopkins University and is a licensed CPA by the states of Maryland and Delaware. Salomon services clients in various industries, including real estate, commercial contracting, government contracting and professional services. Furthermore, he has developed a focus in the area of strategic tax planning and advisory for business succession and mergers and acquisitions. Salomon is often asked to assist with investment analysis, profitability analysis, partnership and shareholder agreements, and developing financial projections for clients. Salomon lives with his wife and children in Baltimore and serves in various capacities on nonprofit boards of directors.

Josh joined HCFL in 2014 after 11 years of experience in large national and regional firms; today he is a shareholder in the audit and attest practice of the firm, specializing in audits of employee benefit plans, nonprofit organizations, single audits, HUD audits, and audits of commercial companies. Josh earned his Bachelor of Science and Master’s in Forensic Studies with a concentration in Accounting from Stevenson University and is a member of the AICPA and MACPA. In his spare time, Josh volunteers for various organizations and serves as a board member and treasurer at an organization assisting in the development of debate and speech skills in Baltimore City schools.

Directors and Principals

Principal

John joined the firm in 1971 and was managing partner from 1990 to 2014. He was active in the firm’s General Accounting and Auditing Departments, with areas of expertise including nonprofit organizations, employee benefit plans, construction, real estate, and professional dental organizations. John is a graduate of the University of Baltimore, a CPA, and a member of AIPCA and MACPA.

Principal

Sam is active in the firm’s Tax Planning and Preparation Departments and manages consulting for estate and gift planning (including a specialty in Elder Care Law), asset protection trusts, and business succession planning for family-owned businesses. His remarkable accomplishments include a career as Senior Tax Researcher at Ernst & Young, a Maryland Governor’s Volunteer of the Year award, expert testimony in landmark tax case Har Sinai West v. Comptroller, and a frequent guest on the weekly radio program Centsable Finance. He is an adjunct accounting professor at the University of Baltimore’s Graduate School of Accounting, the University of Maryland at College Park, and Johns Hopkins University School of Business, as well as a lecturer at the University of Baltimore Law School.

Principal

Paul joined the firm as a principal in 2016 from his public accounting practice where he served as managing partner. His work includes advising small businesses with tax and accounting needs; individual, partnership corporate, and fiduciary income tax returns; individual and business tax planning; and estates and trusts, serving clients in various professions. He is a graduate of the School of Business at the University of Baltimore and Loyola College, a licensed CPA since 1976, and a member of the AICPA and MACPA since beginning his career. Prior to public accounting, Paul served as Controller and Vice President of Mt. Washington Pediatric Hospital for nearly a decade. He enjoys landscape and travel photography. Paul has been married to his high school sweetheart for over 55 years and has two children and three grandchildren.
Principal

Throughout Howard’s public accounting career – both at his own practice and at HCFL, as well as 10 years in the private industry for construction accounting – he has specialized in individual and corporate tax, fiduciary income tax for estates and trusts, and postmortem tax planning. Howard also works closely with attorneys to offer assistance and expertise in estates and trusts. He earned a Bachelor of Science in Business and a Master of Science in Taxation from the University of Baltimore and has been a CPA since 1979; throughout his career, he has continuously been a member of the AICPA and MACPA and an active member of the MACPA Local Practitioners Committee since 1996, and previously served on the Federal Tax Committee and State Tax Committee of the MACPA.
Principal

Richard focuses on business and tax advisory services to closely held businesses and individuals. He has achieved specialty designations and certifications in business valuations, insolvency and restructuring, and financial forensics; he has presented on these topics for the AICPA, the National Association of Certified Valuators and Analysts, and estate planning organizations. Richard has also provided litigation support to attorneys on a variety of matters, including economic damages and compliance with accounting standards, and has qualified as an expert witness in federal bankruptcy and several state courts. He joined HCFL in 2020 from his own accounting practice and is a graduate of Adelphi University and the University of Pennsylvania.

Principal


Gene is a principal with over twelve years of experience in public accounting providing audit, accounting, consulting, and tax services. Gene serves clients in a wide variety of industries including medical practices, real estate, government contractors, service contractors, non-profit organizations, and real estate companies. In the tax arena, Gene has significant experience with estate and trusts, Multi-State business taxes and high net worth individuals. Gene is a member of AICPA and MACPA. Gene received his Bachelor of Arts from Ner Israel Rabbinical College.

Principal

Bob joined the firm as a principal in 2023 from his own accounting firm where he was partner. Bob specializes in tax planning and preparation for individuals, partnerships, corporate organizations, as well as helping his clients deal with any IRS matters. Additionally, through his law background, Bob also has a volume of experience in estates and trusts. Bob serves clients in a variety of industries. Bob is a graduate of the University of Maryland School of Business and the University of Maryland School of Law. Bob is also a CPA, a member of the Maryland Bar, AICPA, and MACPA. As a Maryland resident, Bob is a Baltimore Ravens fan and an avid follower of horse racing.

Director

Barry provides HCFL’s client base with estate and trust planning, administration, and tax compliance as well as accounting systems design, installation, maintenance, training, and support. His areas of expertise include accounting for the construction and senior care industries. He is a graduate of the University of Toledo, a member of AICPA and MACPA, a current member of the State Tax Committee of MACPA, and a former board member and treasurer of the Maryland Food Bank, Inc.

Director

Jacob joined the Firm in February 2006 and focuses primarily in the tax and accounting side of the Firm in both preparation and oversight of tax returns and financial statements. He represents and advises clients and team members working with the IRS to establish installment agreements and to resolve a wide array of tax issues and audits. He provides a very personal service both when servicing his large client portfolio as he does with single and sole proprietor clients. Jacob enjoys advising new proprietors who are looking to establish a business helping them get started with the tools they need to be successful. He received his CPA license in Maryland and is a member of AICPA.

Managers

Manager

Jeff received his Bachelor of Science degree in Accounting from the University of Baltimore and has been licensed as a Certified Public Accountant in Maryland since 1970. He is a member of both AICPA and MACPA. Jeff is a former partner of Wolpoff & Company, Certified Public Accountants, where he specialized in real estate, and tax and financial planning. He is the past Controller of the Enterprise Social Investment Corporation and was Chief Financial Officer for the Association of Financial Professionals. A former board member of MACPA, Jeff has served as an instructor for AICPA in the areas of health care and professional practice management. He has been recognized as an expert witness in Federal Bankruptcy Court and state divorce issues in Maryland Circuit Courts. He has also provided expert testimony in numerous business arbitration negotiations. Jeff is a life-long resident of Maryland, residing in Owings Mills.

Manager

Kalman joined The Firm in June 2013 and is currently a manager in the Tax Department. He received his bachelor’s degree from Ner Israel Rabbinical College. He is currently pursuing his Masters of Science in Taxation from the University of Baltimore School of Law. Kalman received his CPA license from the state of Maryland in 2014 and is a member of AICPA as well as MACPA. His broad knowledge of tax law has made him a firm expert in the area of tax research and tax planning, He serves clients in various industries, including real estate, professional services, and government contracting. Kalman resides in Baltimore and enjoys spending his free time with his wife and five children.

Manager


David is a manager in the Firm. He joined the Firm in August 2005 after having attended the Community College of Baltimore County where he received a Certificate of Business Accounting. He is a licensed CPA and is a member of AICPA as well as MACPA. David is the Firm’s technical reviewer on compilation engagements, and has been a lead auditor for audits performed on businesses, nonprofit organizations, as well as employee benefit plans. He is an experienced tax preparer and assists many of our clients with their tax planning and compliance. David is married, has six children, and works remotely in South Bend, Indiana.

Manager

David Kohen Gadol serves as a manager within the firm’s esteemed tax department. With an impressive track record spanning over 15 years in the field of accounting, he prepares and reviews individual, corporate, partnership, non-profit, and trust tax returns. His expertise extends to intricate multi-state tax matters, where he guides service-oriented businesses through their most formidable tax challenges. David actively engages with clients, contributing significantly to their strategic tax planning. He holds a CPA license in the state of Maryland and maintains active membership in both the American Institute of CPAs (AICPA) and the Maryland Association of CPAs (MACPA).

Manager

Zac joined the Firm in 2023 and brings vast experience with him, working for various national and regional firms. He received his Bachelor of Science degree in Accounting from York College of Pennsylvania, Graham School of Business. Zac is a licensed CPA in the state of Maryland and is a member of the American Institute of Certified Public Accountants as well as the Maryland Association of Certified Public Accountants. Zac is a manager in the Audit Department, specializing in audits of employee benefit plans, non-profit organizations, government contractors, and various commercial industries. Zac enjoys spending his free time with his wife and two dogs.
